Does it come with relay and switch

Yes, this will come with the wiring and the switch for installation.

Will it accommodate an Evinrude 150 ocean pro

The plate is made a standard bolt pattern, so theoretically it works with any engine. However, there is not a specific compatability chart with the different motors for this product.

Are there any additional items needed to purchase to install this ie hydraulic lines etc

You shouldn't need anything additional, however mounting hardware is not included. If you can not reuse the engine mounting bolts, you will need to source hardware to complete the installation. HArdware is not something we carry.
